I am directed to acknowledge the receipt of your letter of the 20th September, with regard to the question of the chartering of the S.S."Wollowra".

2. This vessel, and certain others flying the British flag, ere controlled by this Goverment in order that they may be used in supplying requirements which were former- ly provided for by other British vessels, now requisitioned for var purposes.

3. The 8.8. "Wollowra" is at present engaged in carrying Chinese labour to the Straits Settlements, assist- ence for this purpose having been requested by the Government that Colony. As this trade appears to this Government to be more essentially important than the carrying of rice for Messrs. Ben Hong Guan, it regrets that it is unable to charter the ship to that firms.

I am,

etc.

Sd.

. Fletcher,

Colonial Secretary.

The Consul for France,

Hongkong.
